TIPMAP™ is Uganda’s first database for collecting and sharing data specifically from human trafficking investigations and prosecutions.

The Trafficking in Persons Mobile App Platform (TIPMAP™ ) is a project of the Office of the Director of Public Prosecutions (ODPP) in partnership with the Human Trafficking Institute and Liberty Shared.  

TIPMAP™ is Uganda’s first database for collecting and sharing data specifically from human trafficking investigations and prosecutions. TIPMAP™ is a mobile-friendly case reporting application developed specifically for ODPP prosecutors working on Trafficking in Persons cases.  It provides up-to-date and consistent information on investigations and prosecutions occurring in all nineteen ODPP regions throughout Uganda. 

To inform public discourse, the ODPP is making the data recorded in the TIPMAP™ platform accessible and publicly available through data visualization and analysis dashboards on this website.

Project Timeline

At the request of the Director of Public Prosecutions, HTI begins to collect ad hoc case data on trafficking in persons (TIP) prosecutions.

— January 2020

The Director of Public Prosecutions nominated a TIP Focal Point Person at each of the 140 ODPP stations. On behalf of ODPP, HTI enhanced efforts to collect and report monthly case data on TIP prosecutions gathered from field stations.

ODPP entered into a partnership with HTI and Liberty Shared to develop a mobile phone interface and database for collecting data on human trafficking prosecutions.

TIPMAP™ design is completed. Prosecutors in various regions are introduced to TIPMAP™ and pilot the use of the mobile interface.

FAQ

Where does the information and TIP data on this website come from?

The data in the dashboards on this website is collated from trafficking in persons cases filed with ODPP and reported through TIPMAP™ since January 2020.  Cases are reported by prosecutors on an ad hoc basis, appear immediately in TIPMAP™, and the dashboards on this website are automatically updated once a day. The data does not include cases reported to police that are not sent to the ODPP for legal advice or sanctioning.  It only includes cases reported through TIPMAP™ and so does not contain cases only reported through other means.  Consistency and completeness of reporting and updating the data therefore varies.  

Is the TIP data confidential?

The only information displayed on this website is publicly available TIP data and statistics.  Names and other identifying information of accused persons, victims, case locations, and other TIP case details are not included in the publicly displayed data sets.

Can I use this TIP data?

You are free:

  • To share: To copy, distribute, and use the data.

  • To create: To produce works from the data.

As long as you attribute: 

  • You must attribute any use of the data or works produced from the data to the Office of the Director of Public Prosecutions - Uganda. For any use or redistribution of the data, or works produced from it, you must make clear to others the TIP data was taken from the Office of the Director of Public Prosecutions - Uganda.

Can I download the data?

No.  Downloading the data from the website is not permitted.

What is the role of prosecutors and the Office of the Director of Public Prosecutions in Uganda?

The role of the Director of Public Prosecutions is established by article 120 of the Constitution of Uganda, 1995 and is appointed by the President.  According to the article 120(3) of the Constitution, the functions of the Director of Public Prosecutions includes:

  1. To direct the police to investigate any information of a criminal nature. 

  2. To institute criminal proceedings against any person or authority in any court other than a court martial. 

  3. To take over and continue any criminal proceedings instituted by any person or authority. 

  4. To discontinue at any stage before judgment any criminal proceedings.
